wp-config.php can raise WordPress's own memory limit, but it cannot raise PHP's upload_max_filesize — that is a PHP directive, not a WordPress one. If your host locks PHP settings, no amount of wp-config editing will change the upload cap, and you will have to ask them.

Aumentei o upload_max_filesize e nada mudou. Por quê?

Porque o WordPress usa o MENOR de três valores: upload_max_filesize, post_max_size e memory_limit. Aumentar um enquanto outro fica baixo não muda nada. O post_max_size precisa ser maior que o upload_max_filesize, porque o corpo da requisição carrega o arquivo mais o formulário ao redor dele.

O wp-config.php pode aumentar o limite de upload?

Só parcialmente, e isso confunde muita gente. O wp-config.php pode aumentar o limite de memória do WordPress, mas o upload_max_filesize é uma diretiva PHP que o PHP geralmente já terminou de ler quando o WordPress carrega. Se sua hospedagem trava as configurações do PHP, nenhuma edição no wp-config vai mudar o limite.

Minha hospedagem não me deixa editar o php.ini. E agora?

Tente um arquivo .user.ini na raiz web — muitas hospedagens compartilhadas o leem. Se isso também falhar, o limite é imposto acima da sua conta e só sua hospedagem pode mudar. Peça a eles; costuma ser um chamado de uma linha.
